              ALERT ON HOUSE BUDGET COMMITTEE FIELD HEARINGS

House Budget Committee Chairman John Kasich (R-OH) recently announced that
the Committee will conduct five field hearings around the country to
solicit the views of everyday Americans on how to cut the federal budget.
The hearings, entitled, _How Do We Cut The Federal Budget_, will be held on
the following Saturdays and will be open to the public and the media.

The schedule is:

          1. Columbus, OH
             Ohio Dominion College Little Theater
             January 21, 1995 - 3:00 pm

          2. Prescott, AZ
             The Elks Theater
             January 28, 1995 - 2:30pm

          3. Columbia, SC
             Airport High School Gymnasium
             February 4, 1995 - 2:00pm

          4. Manville, NJ
             VFW Post 2290 Meeting Hall
             February 11, 1995 - 1:00pm

          5. Billings, MT
             Rocky Mountain College Gymnasium - 2:00pm

ALA encourages library and education supporters to attend these hearings
and to testify against cutting library and education funding.  It should be
emphasized that maintaining a strong federal commitment to invest in
education is critical to secure the future of our children and youth.  For

    KLUG INTRODUCES BILL TO RESTRUCTURE THE GOVERNMENT PRINTING OFFICE

On January 5, Representative Scott Klug (R-WI), introduced
H. Res. 20, calling for legislation that would drastically restructure and
reduce the Government Printing Office.  The resolution calls for the
appropriate committees of the House of Representatives to report
legislation before the end of the first session of the 104th Congress that
would: 1) transfer executive branch printing from GPO to the General
Services Administration; 2) transfer the functions of the Superintendent of
Documents to the Librarian of Congress; 3) abolish the Joint Committee on
Printing and the Joint Committee on the Library; 4) reduce the in-house
printing capacity of the GPO; 5) accomplish procurement of congressional
printing from the private sector whenever possible; 6) reduce the GPO work
force to 800 positions; and 7) submit to Congress various GPO reports and
audits.

The transfer of SuDocs functions to the Library of Congress would have the
Librarian "responsible for the dissemination of all Government information,
with the on-line networks of the Library of Congress to be used for
Government information not requiring a printed format."

The staff of the Joint Committee on Printing and the Joint Committee on the
Library have already been drastically reduced.  For example, all
professional staff and most of the political staff of the JCP were let go
by January 3, 1995.  Long-time ALA member Bernadine Hoduski is among those
who have lost their jobs as the 104th Congress convened.

    NATIONAL LIBRARY OF EDUCATION ADVISORY TASK FORCE SEEKS NOMINATIONS

The U.S. Department of Education is seeking nominations for candidates to
serve on the National Library of Education Advisory Task Force.
Nominations close on March 11, 1995, or 60 days after the publication
(December 15, 1994) of the announcement in the FEDERAL REGISTER.

Nominations will be accepted for individuals who, by virtue of their
training, experience, and background in educational research, libraries,
and information services, are qualified to advise the Assistant Secretary
for Educational Research and Improvement on establishing the National
Library of Education, identifying activities and functions for it to carry
out, and in fulfilling other duties referenced in the _Goals 2000:  Educate
American Act of 1994._

The Task Force will consist of eleven individuals appointed by the
Secretary of Education from the following criteria:  library and
information services professionals based in school systems, universities,
state library agencies, and public libraries, of which at least one shall
be a national expert in archival policy and practice (four vacancies); and
educators and citizens knowledgeable about the role of comprehensive
library and information service resources in serving national, state, and
local education needs.  The latter may include:  parents with experience in
promoting parental involvement in education; experienced teachers; state
and local school administrators; and individuals from business and industry
with experience in promoting private sector involvement in education.

Anyone wishing to nominate a candidate or candidates should submit a letter
outlining the nominee's qualifications, along with a complete and current
resume (including telephone number and addresses).  Nominations by mail
should be addressed to Dr. E. Stephen Hunt, Policy and Planning
Coordinator, National Library of Education, 555 New Jersey Avenue, NW.,
Room. 101C, Washington, D.C. 20208-5721.  Hand-delivered nominations must
be taken to the U.S. Department of Education, Room 6103, 600 Independence
Avenue, SW., Washington, D.C. 20202-0106.  Telephone inquiries should be
made to Dr. Hunt at (202) 219-1882.
