            LIBRARY PROGRAMS FACE $34.7 MILLION IN RESCISSIONS

$34.7 million dollars in rescissions from library programs were reported
out of the House Appropriations Subcommittee on Labor, Health and Human
Services, and Education in last night's markup or budget rescission work
session.  This is a much larger and deeper cut for FY 1995 rescissions than
anticipated.  A rescission is a cut in funds or a defunding of funds
already appropriated for the current fiscal year but not yet spent.

Library and education programs were not singled out in these rescissions,
although it remains critical that all congressional representatives hear
from constituents about the gravity of these library cuts.  Some states
have already received funds for LSCA II, Public Library Construction
Projects, so a rescission of the remaining funds would cause great
inequities among the states.

A total of almost $1.7 billion was cut from the Department of Education.
Preliminary information indicates that college work-study programs were NOT
cut.  February 22 was also the 50th day of the "Contract with America", and
marks the day the National Endowment for the Humanities and the National
Endowment for the Arts were cut $5 million each by a different
subcommittee.

When other subcommittee markup sessions are completed, it is anticipated
that all the proposed rescissions will be rolled into one large rescission
bill and sent from the full Appropriations Committee to the House floor.
It would then go to the Senate for consideration.  Under the Department of
Education, these proposals would take away all gains made in FY 95, and
make it $800 million below the budget allotment for FY 94.

Please continue to contact your representatives and senators.  It is
important for them to hear about the impact these cuts will have in your
communities.  Other markups continue this week on many rescission
proposals.  We shall give you updated pertinent information as we receive
it.
