      HOUSE APPROPRIATIONS COMMITTEE REPORTS OUT RESCISSION BILL H.R. 1158
                                 ACTION NEEDED
 
Rescissions to the FY95 Appropriations for the Department of Education have
now been reported out of the House Appropriations Committee as H.R. 1158.
Though H.R. 1158 will not be printed until Friday, March 11, according to
committee staff, it does contain the library and education cuts as reported
earlier.  It is expected that H.R. 1158 will be taken up on the House floor
on March 14 or 15.  ALAWON will report again on the date as soon as the
final agenda is determined.
 
Library programs cut in the committee action include LSCA II and VI and HEA
II-B as reported in earlier ALAWONs.  Education programs cut include
Chapter 1, Safe and Drug Free Schools, education for the homeless, school
to work, tech-prep, Public Broadcasting, Summer Jobs and Goals 2000.

in ALAWON, Vol. 4, No. 15 - February 24 and No. 18 - March 3.)
 
ACTION NEEDED:  Library supporters need to continue sending their messages
to Congress to save these library programs.  Supporters are urged to
contact all members of the House of Representatives to urge them to make
floor amendments to H.R. 1158 to remove the library programs from the

               MARCH 15 DESIGNATED AS FREEDOM OF INFORMATION DAY
                  JAMES MADISON AWARD WINNERS TO BE ANNOUNCED
 
ALA and the Coalition on Government Information (COGI) will kick off the
1995 Freedom of Information Day with the announcement of the James Madison
Awards.  These awards honor the outstanding champions of freedom of
information.  This year's four recipients have pioneered efforts to
promote electronic access to government information.

ALA will also launch is its new national campaign in support of the
public's right-to-know - "Americans Can't Wait."  This new campaign
and the annual awards announcements are part of the American Library
Association's efforts to ensure that the public's right to
information, particularly government information, in the
telecommunications age remains free and accessible.  The event also
expresses the ALA commitment to maintaining equity along the
information superhighway.

                     NTIA TIIAP ANNOUNCES 2ND GRANT CYCLE
                    MARCH 23 DEADLINE FOR LETTER OF INTENT
 
REMINDER:  March 23 is the deadline for the letter of intent to the
National Telecommunications and Information Administration (NTIA) for
applications for the Telecommunications and Information Infrastructure
Assistance Program (TIIAP) 1995 grants.  TIIAP provides competitive
matching grants to non-profit and government groups such as schools and
libraries for the purpose of developing the national information
infrastructure.  Library projects received five of the 92 grants awarded in
1994 for a total of $1,851,840.  Libraries also participated as partners in
projects submitted by other applicants.
 
NTIA is offering workshops across the nation to provide potential
applicants the opportunity to meet and to learn about the goals of the
TIIAP.  A complete list of deadlines as well as information on eligibility,
evaluation criteria, the selection process and a program description
can be found in the February 10, 1995 issue of the FEDERAL REGISTER.
